the ship skins are for the wipeout pulse game.

first you have to have a playstation network account so if you don't go to "www.store.playstation.com" then click on
sign up/login and fowllow the online intructions to make the account after youve done that download a pop up that might come up to your screen which is a downloader for the PS network

then go to "www.wipeout-game.com and click on login and then and after you log in go to my account and click on * WipEout Pulse Skin editor and then you might see a few slots like:
slot 1
slot 2
slot 3
slot 4
and slot 5
and in between then are a few boxes and next to then is another box that you have to choose witch team/ship you would like to customize. then click create and you can finally create your skin

and just if it doesn't work that might be because you dont have the latest vesion of Java
