What hotel has the best location at Panama City Beach Florida?

I am planning a trip to Panama City Beach and would like to be able to walk to restaurants such as Pineapple Willies in the evening. Also I am on a budget.

I have vacationed in Panama City Beach for 24 years plus having lived there in the 70's.
For the past 2 years we have stayed at the "Holiday Inn Sunspree"
