In Nuevo Vallarta, the water is normally not cold.
But being on that part of the Pacific, there are both cold and warm currents.
But it won't be as cold as Oregon, that's for sure.
Cheap restaurants?
You've got several options.
I cannot remember any names but you can eat very well ( and deliciously) without going bankrupt.
