Can I add a map to my web page that allows others to place pins in?

If I had a map of the UK on my website I would like to allow anyone who passes to stick pins in the map and write a short comment associated with each pin.
I have come across ones where I can add the pins, as I am the 'owner' of the map, but I would like one that allows anyone to add a pin.

It could be done using MySql for the database, php as the server side language, html to build the actual page. Javascript could then be used to obtain the co-ordinates of the users 'click' and feed them into the database along with a comment.
