To be buoyant the flotation aid must be considerably less dense than water. Being less dense means weighing less than an equal volume of water. So to create a flotation device you need something with volume (space) that is less dense than water and maintains it's shape and low density properties when in contact with water.

So how do we hold a bunch of air within a space where we do not have to maintain pressure to keep its shape or keep water out? Wood does a pretty good job of that, especially light low density woods like balsa and cork.

But foam is even better because it is mostly air (that's why even a big block of it is so light). It is rigid enough to hold its shape and it's properties prevent water from getting into the tiny air spaces. So a piece of foam is really just a container of air. Instead of a shell and hollow interior it traps the air in millions of tiny (microscopic) spaces.
