Recipe For Decreased Juvenile Crime

Rural communities struggle with juvenile crime as the attrition of affluence due to the migration of knowledge workers to metropolitan areas continues.

In a letter to the editor of The Daily Iowegian, Rollie Reznicek, President of Appanoose All Play, Inc. credits the increase in the number of youth participating in organized recreation programs with a 25% drop in juvenile crime. In 2000, when Reznicek was Mayor of Centerville, Iowa (population 5,850), he created a City of Centerville Recreation Department specifically to give youth something positive to do. When Rod Campbell, Director of the Recreation Department retired in 2010, more than 600 youth were participating in various recreational programs and the juvenile crime rate had dropped by 25 percent. The story does not end there, according to Reznicek, Appanoose County Youth will have even more opportunity to participate in sports, fun, and fitness when the first phase of the Morgan E. Cline Sports Complex opens in 2010.

Morgan Cline embraced Reznicek’s vision of providing a center specifically designed to meet the needs of youth and the Morgan E. Cline sports Complex was created. Rachel Hoffman, Vice President of Commercial Resources Inc. and board member of Appanoose County All Play states “a generous donation from the Morgan E. Cline Foundation paved the way for making the Sports Complex a reality. Construction is set to begin spring 2010. When completed, the Morgan E. Cline Sports Complex offer youth softball fields, soccer fields, outdoor volley ball court, fishing, boating, and camping.” The dedication of many community benefactors committed to improving the living conditions combined with the vision of concerned citizens will change the lives of youth in Appanoose County Iowa for generations to come.

The complex will offer a wide array of recreational opportunities not currently available and will further expand already existing opportunities.

The complex is strategically located to be adjacent to or have a connection with both Centerville Community School property and Appanoose County Conservation property.

Bill Burch stated, “The completion of this wonderful project will be a watershed accomplishment for the community. Our community shares a debt of gratitude to the many substantial donors including Mr. Cline as well as Rollie Reznicek himself. Rollie has proven a stalwart visionary and tireless volunteer whos efforts are making this project a reality.” Burch is Attorney in Fact and the local representative for Morgan Cline.

Appanoose County continues an upward trajectory as the number of quality businesses and recreational opportunities increases. Burch went on to say, “Our community is garnering a great deal of positive attention. This is primarily due to the continued commitment to improvement by the local community. History and those without vision wrote the area off as dead long ago. Thanks to a handful of dedicated souls, we are the proverbial Phoenix rising from the ashes. All indication is that people haven’t seen anything yet.”

Many in the area and at in the Iowa Legislature agree. Something very good is happening in southern Iowa.
