I've been trying to find out but I can't find anything! All it says is it cant be recycled. that's it. So what makes it non recyclable?

Only a small percentage of all plastic products (not just bags) can be recycled, that is, reprocessed onto the same product. Most plastics can only be downcycled, which means they can be reprocessed onto plastic fencing or such after which they will go to landfill.
